Ephrata Borough & East Cocalico Police Log

The East Cocalico Police Department reported the following:

ENDANGERMENT: Linette M. Roonan, 35, of the first block of Arlin Circle, Lititz, was arrested in the 1000 block of North Reading Road in Stevens Sept. 13 when officers found her in a bar parking lot, passed out in the driver’s seat with the vehicle still in drive and her foot on the brake, police said.

Police woke Roonan and determined she was impaired. Her children were turned over to a “responsible adult,” police said.

A hospital blood test reportedly indicated Roonan had high levels of amphetamine, methamphetamine and methadone in her system at the time.

She was charged with endangering the welfare of children and DUI. She was arraigned before District Judge Nancy Hamill Oct. 3 and returned to Lancaster County jail after failing to post $25,000 bail, police said.

Her case was forwarded to Lancaster County Children and Youth Services.

AED SAVE: Cpl. Christopher Progin and Officer Eric Fisher were dispatched to a cardiac arrest in the 300 block of Stevens Road, East Cocalico Township, at 4:07 p.m. Sept. 25. CPR and an AED were utilized to revive a 63-year-old male. The male was taken to Wellspan Ephrata Community Hospital for treatment.

STALKING: A victim in the 200 block of South Reamstown Road, East Cocalico Township, reported unwanted contact from Raymond Santoro, 55, at 2 p.m. Sept. 26. Santoro had been previously warned to cease all contact with the victim. Santoro was charged with stalking.

DISORDERLY CONDUCT: Officers responded to a domestic in the first block of West Church Street, East Cocalico Township, at 8:35 p.m. Sept. 27. Isaias Rodriguez, 22, was found trashing the apartment. He resisted officers’ attempts to calm him and take him into custody. He was taken to the station and cited with disorderly conduct.

DISORDERLY CONDUCT: Officers responded to a domestic in the first block of Poplar Drive, East Cocalico Township, at 3:29 a.m. Oct. 2. Paul Wertz, 42, was observed revving the engine of his motorcycle in the driveway multiple times. He was cited with disorderly conduct.

DUI: Erica D. Young, 43, of the 1400 block of Lincoln Heights Avenue, Ephrata, was charged with two counts of driving under the influence, possession of marijuana, possession of drug paraphernalia and a summary charge after a traffic stop at 8:24 p.m. Aug. 28. On that date, Young’s vehicle was stopped in the first block of Cocalico Creek Road for a traffic violation. The officer determined that Young was impaired and she was placed into custody. Following her arrest, officers found a small amount of marijuana and a small glass pipe on her person. A blood test indicated that Young was had high levels of marijuana in her system at the time of the test. Young was sent a summons to appear in District Court.

DUI: Nathan M. Ober, 44, Campbelltown, was charged with two counts of driving under the influence and a traffic violation after a crash in the 200 block of South Reamstown Road at 11:54 p.m. Sept. 10. Officers were dispatched to the above location for a vehicle that crashed into a utility pole. At the scene, officers found Ober unconscious in the driver’s seat. Due to his injuries, Ober was taken to the Lancaster General Hospital Trauma Unit. A blood test conducted at the hospital indicated that Ober had a blood alcohol concentration of 0.28 percent at the time of the test. Ober was sent a summons to appear in District Court. The Reamstown Fire Company assisted at the scene.

THEFT: Michael L Rose, 31, of the 2100 block of Main Street, Lititiz, was charged with retail theft after two incidents at the Redner’s Markets store at 1304 North Reading Road in East Cocalico Township. Redner’s employees witnessed a male taking approximately $10 of food items Aug. 30. The same male returned to the store Sept. 12 and took two energy drinks and some candy. Total loss to the store was $15.08. Surveillance photos captured Rose’s business vehicle driving out of the parking lot. Rose was then identified as the driver of that vehicle and did admit to the thefts. Rose was later arraigned and released on unsecured bail.

DUI: Delayne G Martin, 43, of the 1500 block of Peiffer Hill Road, Stevens, was charged with two counts of driving under the influence and a traffic violation after an incident in the area of North Reading Road and Colonel Howard Boulevard in East Cocalico Township. An officer witnessed Martin’s vehicle driving without his headlights lit at 10:18 p.m. Aug. 26. Martin’s vehicle was stopped and the officer determined that Martin was impaired. A subsequent blood test indicated that Martin’s blood alcohol concentration was 0.22 percent at the time of the test.

FLEEING: Mark E. Manley Jr., 25, of the 100 block of East Fulton Street, Ephrata, was charged with fleeing or attempting to elude police officer and several traffic violations after an incident in the area of Colonel Howard Boulevard and North Reading Road at 11:51 p.m. Aug. 29. At that time, an officer attempted to stop two motorcycles traveling at a high rate of speed. The motorcycles accelerated to speeds of approximately 140 mph and were weaving in and out of traffic. The officer terminated the pursuit at that point.

Manley and the other driver, Cody Boyer, were later identified and admitted to being the drivers of the motorcycles. During the investigation, it was discovered that Manley’s driver’s license was suspended and that his vehicle’s registration was expired. Manley was later incarcerated on an unrelated warrant. Boyer was sent a summons to appear in District Court.

Ephrata Borough Police Department reported the following:

CRASH: Police responded to a crash involving a dump truck and a motorcycle at the intersection of East Queen Street and Swamp Bridge Road in West Cocalico Township at 6:40 a.m. Oct. 7. Police determined that a dump truck, owned and operated by Leonard W. Hoover, 72, Denver, proceeded from a stop, across the intersection of Swamp Bridge Road at West Queen Street in the town of Schoeneck. A motorcycle, ridden by Barry Hartranft, 60, Hopeland, traveled into the path of the dump truck and was struck. Hartranft was taken to Lancaster General Hospital. Hoover was not injured. The roadways in the area of the intersection were closed for approximately one-and-half hours.

WARRANT: Police were called to a domestic disturbance at a residence in the 2100 block of West Route 897 in West Cocalico Township at 8:08 p.m. Oct. 7. While investigating, police learned two of the individuals had outstanding bench warrants. Alfred Flemming Jr., 39, and Varrah Armstrong, 23, were both taken into custody on the warrants and turned over to the Lancaster County Sheriff’s Office.

The East Cocalico Police Department reported the following:

FALSE REPORT: Douglas N. Lees, 58, the 300 block of Main Street, Denver, was charged with false reports to law enforcement authorities after an incident that occurred at 11:47 p.m. Sept. 4. Police were dispatched to Ephrata National Bank, 1 Main St., Denver Borough, for an attempted robbery. The first officer arrived on scene in less than one minute and spoke with Lees, who was the night-time cleaning man. Lees reported that he saw a male outside the bank. The male pulled a black handgun from his waistband and ordered him to let him in the bank. Lees then ran into an office and called 911. Officers on scene noticed that Lees appeared intoxicated at the time of the report.

Several days after the incident, Lees admitted to police that he never heard or spoke with anyone outside the bank and he never saw a handgun. Lees admitted that he believed he may have seen his reflection in the glass window and that he embellished the entire story. Bank surveillance did not show anyone outside the bank at the time of the incident.

Lees was sent a summons to appear in District Court on the charge. Police were assisted by members of the Denver Fire Company, who responded to the scene with a thermal imaging camera to assist the initial search.

DUI: Nicholas N. Cordero, 36, was stopped for erratic driving in the 100 block of Monroe Street, Denver Borough, at 2:10 p.m. Sept. 14. He was arrested for suspicion of DUI. Subsequent blood testing revealed he was under the influence of a combination of narcotic analgesics and marijuana. His license was also suspended. DUI and driving while suspended charges were filed and a summons sent by mail Oct. 31.

DISORDERLY CONDUCT: Officers responded to a male lying on the sidewalk in the 300 block of North Seventh Street, Denver Borough, at 11:17 p.m. Oct. 28. Zachary Thomas, 22, was later found intoxicated and taken into custody. He was charged with disorderly conduct and public drunkenness.

VIOLATION: Officers responded to two dogs running loose in the area of North Reamstown Road and Colonel Howard Boulevard, East Cocalico Township, at 3:19 a.m. Oct. 29. Harvey Martin, 47, was identified as the owner. Martin had previously received a warning regarding his dogs and was charged with a state dog law violation.

CRASH: A single vehicle crash occurred on 222 South, East Cocalico Township, at 6:16 a.m. Nov. 1. The vehicle lost control, traveling off the right side of the road and struck a guardrail. This caused the vehicle to flip onto its side. The male driver was taken to Reading Hospital with a back injury by Reamstown Ambulance. Reamstown Fire Company assisted on scene.

Ephrata Borough Police Department reported the following:

POSSESSION: Police recently charged an Adamstown Borough man with possession with intent to deliver a controlled substance, driving under the influence of a controlled substance, and possession of drug paraphernalia. Police were dispatched to the 300 block of West Main Street, Adamstown Borough, for a vehicle parked in the road at 7:05 a.m. Oct. 5, and found Bryan P. Shahade, 29, Adamstown, unconscious in the driver’s seat. Police noticed drugs and paraphernalia on the center console of the vehicle. Police subsequently searched the vehicle and located methamphetamine, marijuana, drug packaging material, and over $750. A blood test revealed that Shahade was under the influence of methamphetamine.

After receiving the toxicology report Oct. 25, police arrested Shahade. He was arraigned by District Judge Nancy Hamill. He was initially incarcerated, but has since posted bail.

BURGLARY: Police arrested Ryan F. Steffy, 28, Stevens, for the Nov. 1 daylight burglary of a barn in the 100 block of Gockley Road, West Cocalico Township, Nov. 2. Police allege that Steffy entered a barn around 3:30 p.m. and stole a bicycle. Multiple witnesses assisted the police in identifying Steffy as a suspect. Steffy is awaiting arraignment.

The East Cocalico Police Department reported the following:

COMMERCIAL VEHICLE DETAIL: Police conducted a roadside commercial vehicle weigh station/safety inspection detail at Colonel Howard Boulevard and Lesher Road, East Cocalico Township, Nov. 2. A total of 35 vehicles were directed into the detail for closer inspection. Of those, five vehicles and three drivers were deemed an imminent hazard to the motoring public, declared out-of-service and prevented from continuing operation. The most common violations found were unsecured loads, defective brakes and drivers driving beyond legal hours. The department was assisted by officers from the following police departments: Boyertown, Exeter Township, Ephrata, Fleetwood Borough, Pennsylvania State Police, Spring Township, Westtown/East Goshen and West Hempfield Township.

PUBLIC DRUNKENNESS: Officers responded to a domestic disturbance in the first block of West Church Street, East Cocalico Township, at 6:45 p.m. Nov. 3. A 22-year-old male caused a disturbance and was asked to leave. He returned and kicked in a door to the apartment. The male was found outside the building under the influence. Public drunkenness charges will be filed.

CRASH: Officers responded to a crash at Colonel Howard Boulevard and the 222 north off ramp, East Cocalico Township, at 9:06 a.m. Nov. 6. A vehicle was traveling east on Colonel Howard Boulevard and failed to stop at a red traffic signal, striking a vehicle turning left from the northbound exit ramp. It then crossed over the westbound lanes and hit an Army Humvee. The driver of the first vehicle and two occupants of the second vehicle were taken to hospitals for their injuries. Assisting were Reamstown Fire Company and Ambulance, Denver Rescue, Ephrata Ambulance and Medics, Fivepointville Ambulance, Fire Police and the Army Reserve Military Police.

THEFT: Police are investigating a theft of a box trailer from a business in the 2200 block of North Reading Road, Denver. The trailer was reported stolen sometime overnight Nov. 4-5. The trailer is a 2014 Bravo trailer, beige in color and has a PA registration of XHS2262. Total value is approximately $7,000. If anyone has information, contact Officer Steve Walsh or the East Cocalico Township Police at 336-1725.

 

Ephrata Borough Police Department reported the following:

CRASH: Police responded to a three car accident on Schoeneck Road at Stevens Road in Ephrata Township at 6:53 p.m. Nov. 9. A vehicle driven by Mesa-Rey Alexander, 21, Ephrata, failed to stop at the four-way stop and was hit by another vehicle, which pushed Alexander’s vehicle into a third vehicle. A small child was checked for injuries at the scene and released.

ASSAULT: Police responded to an apartment in the 100 block of East Main Street, Adamstown Borough, at 8:24 p.m. Nov. 9 for a report of domestic violence. Stephanie Kuhn, 40, Adamstown, was taken into custody after police determined she had engaged a male partner in a physical confrontation while armed with a knife in hand. The male was not injured. Kuhn was charged with simple assault and taken to Lancaster County Central Arraignment.

CRASH: Police responded to a vehicle accident in the 1300 block of South Cocalico Road in West Cocalico Township at 6:34 p.m. Nov. 9. A 17-year-old male from Denver, while negotiating a turn, lost control of his Audi on wet leaves and struck an embankment and shrubbery. The driver was not injured and the vehicle was towed from the scene.

East Cocalico Police sergeants named

Two members of the East Cocalico Police Department, Corporal Darrick Keppley and Corporal Chris Progin, were promoted to sergeants Nov. 1. Each officer is in his 20th year with the department.

Keppley does many community relations activities. Recently he led a seatbelt safety program at Cocalico Senior High School. He’s also the “go to” person for computer help at the department.

Progin does accident reconstruction work. He, as well as Keppley, said this is a great community and one reason they chose to remain with the department.

The sergeants went to the police academy at Harrisburg Area Community College together. They were also hired the same day.

Both believe in community policing. They know the community and residents well, and enjoy their consistent interactions with people at community events.

Recently East Cocalico Police gave children at the Denver Lions Halloween Parade small flashlights for safety. At Reamstown’s Annual Night Out in the park this summer, they explained different pieces of equipment and had items for both children and adults.

The sergeants said Cocalico is “a great school district,” and the community is a great place to raise a family.

The men said proud and honored to serve with the East Cocalico Police Department because it is a close-knit department.

The Ephrata Police Department reported the following:

CRASH: Ephrata police responded to a vehicle accident on South Ridge Road at Horseshoe Trail Road in West Cocalico Township at 2:53 p.m. Nov. 23. Amy Major, 22, Reinholds, turned left from Horseshoe Trail Road and struck a vehicle going south on South Ridge Road. No one was injured in the accident and both vehicles were towed from the scene. One lane of the road was closed for about 45 minutes.

The Ephrata Police Department provides coverage for Adamstown borough and West Cocalico Township.

 

The East Cocalico Police Department reported the following:

DUI: Nathan Paul Ford, 37, was driving a motor scooter and observed driving erratically in the 1300 block of North Reading Road, East Cocalico Township, at 10:19 p.m. Oct. 28. He was seen staggering into a convenience store and officers stopped him in the parking lot. He displayed signs of impairment and could not perform roadside sobriety testing as instructed. He was arrested for suspicion of DUI and taken for a blood test. Subsequent testing revealed he was under the influence of a combination of central nervous system depressants and central nervous system stimulants. His license was also found to be suspended and without motorcycle endorsement. Charges were filed Nov. 18 and a summons sent by mail.

DUI: Samuel Perez Mata, 28, was stopped for driving without having his headlights illuminated at night at 12:15 a.m. Nov. 19. He displayed signs of impairment and could not perform roadside sobriety testing as instructed. He was arrested for suspicion of DUI. He refused a chemical test. Charges were filed Nov. 21 and a summons sent by mail.

PUBLIC DRUNKENNESS: An officer observed a 32-year-old female yelling at customers across the parking lot and dancing on the poles in front of a business in the 1400 block of North Reading Road, East Cocalico Township, at 10:43 p.m. Nov. 21. She displayed signs of intoxication. She was taken into custody, taken to her address and advised she will be cited for public drunkenness.

The East Cocalico Police Department reported the following:

DUI: Police responded to the Turkey Hill on Denver Road, East Cocalico Township, at 4:01 p.m. Nov. 15 for a road rage incident involving Randolph Edward Shepps, 60. During the confrontation, Shepps threatened he was going to get a gun and made motions he was doing so in his vehicle. Shepps was found on scene by responding officers. He displayed signs of impairment and could not perform roadside sobriety tests as instructed. He was arrested and taken for a chemical test. Subsequent testing revealed he had a blood alcohol content of 0.268 percent. His license was also suspended for prior DUI arrests. Charges were filed and a summons sent by mail.

ASSAULT: Officers responded to a domestic disturbance in the first block of South Fourth Street, Denver Borough, at 8:34 p.m. Nov. 22. It was learned that the victim was assaulted earlier by her boyfriend Dakota Ambrose, 20, and resulted in injuries sustained by the victim. Ambrose was taken into custody, charged with simple assault and taken to Lancaster County Central Arraignment.

CRASH: Officers responded to a crash on Colonel Howard Boulevard and the 222 North off ramp, East Cocalico Township, at 2:01 p.m. Nov. 25 when a tractor trailer turned left from the off ramp onto Colonel Howard Boulevard. The vehicle rolled onto the guard rail and lost some of its load (feed). The driver refused medical treatment and the vehicle was towed from the scene. Traffic was affected for approximately 1 ½ hours.

CRASH: An officer attempted to stop a vehicle for driving without headlights in the 300 block of South Muddy Creek Road, East Cocalico Township, at 1:12 a.m. Nov. 26. The vehicle attempted to flee and eventually crashed in the 300 block of Lauschtown Road, Brecknock Township. Brandon Horning, 23, was confined in the vehicle and was extricated by fire personnel. He was taken to Reading Hospital for head and facial injuries.

The Ephrata Police Department reported the following:

CRASH: Police responded to a vehicle accident in the 100 block of East Main Street in Reinholds, West Cocalico Township, at 9:43 p.m. Dec. 3. A vehicle driven by Justin Pajski, 20, Sinking Spring, was westbound and crossed over the oncoming lane on a turn and struck a ditch and a tree. Pajski was not injured. Police found Pajski in possession of controlled substances, drug paraphernalia, and a handgun. The vehicle was impounded by police pending a search warrant and Pajski was released pending the investigation.

The East Cocalico Police Department reported the following:

ASSAULT: Larue A. Breasette, 54, the 800 block of Martindale Road, Ephrata, was charged with simple assault after a road rage incident with a 24-year-old male that occurred in the first block of North Reamstown Road in East Cocalico Township at 11 a.m. Oct. 22. Breasette pulled his vehicle in front of the victim’s, blocking the vehicle from driving. According to the victim and an independent witness, Breasette then got out of his vehicle, pointed a handgun at him and stated that he was going to shoot the victim. Breasette later admitted to officers that he had an unloaded handgun but denied pointing it at the victim.

After an investigation, Breasette was charged and sent a summons to appear in District Court.

POSSESSION: Amanda Renee Ansel was stopped for erratic driving on North Reading Road and Wabash Road, East Cocalico Township, at 12:18 a.m. Nov. 16. Ansel had a small amount of marijuana and a pipe in her lap. A passenger, James Scott Otto, had a small box under his seat containing a small amount of marijuana, a pipe and a grinder. Charges were filed Dec. 9 and a summons sent by mail.

DUI: Floyd Newswanger Shirk, 39, was stopped for a traffic violation at 12:16 a.m. Nov. 25. He displayed signs of impairment, was unable to perform roadside sobriety testing as instructed and was arrested for suspicion of DUI. A subsequent blood test showed he was under the influence of high levels of methamphetamine and other central nervous stimulants. His registration was found to be suspended and he was driving without insurance. Charges were filed Dec. 9 and a summons sent by mail.

COMPLIANCE CHECK: Two officers from the department participated in an annual Megan’s Law compliance check as part of a county-wide detail Dec 7.

WARRANT: Brandon Polynone, 31, was taken into custody on a bench warrant at 11:29 p.m. Dec. 9. He was taken to Lancaster County Prison.

The Ephrata Police Department reported the following:

POSSESSION: Police were dispatched to the 500 block of Mountain Road, West Cocalico Township, for a shooting at 5:27 a.m. Dec. 24. The resident, Scott L. Behney, 57, reported to 911 that he had shot an intruder with his pistol.

The investigation determined Behney was hallucinating and fired a handgun multiple times, although no one else was in the home.

No one was injured during the incident and police charged Behney with persons not to possess or use firearms because he has prior convictions, which prohibit his possession of a gun.

After being cleared by Wellspan Ephrata Community Hospital Dec. 25, Behney was taken to Lancaster County Central Arraignment.

Behney is presumed innocent.

East Cocalico Police Report, December 29, 2016

The East Cocalico Police Department reported the following:

DUI: Stephen Rissell, 26, was involved in a reportable crash in the 800 block of West Swartzville Road, East Cocalico Township, at 12:35 p.m. Dec. 7. Rissell struck the rear of a vehicle, which was stopped in traffic, waiting to make a left turn into a driveway. He displayed signs of impairment and could not perform roadside sobriety testing as instructed. He was arrested for suspicion of DUI. A subsequent blood test revealed he was under the influence of a combination of marijuana and central nervous system stimulants. His license was also suspended at the time of the crash. Charges were filed Dec. 19 and a summons sent by mail.

FIGHT: An officer responded for a disturbance at the Cocalico High School in Denver Borough for two 16-year-old females who had engaged in a fight at 12:30 p.m. Dec. 15. No injuries occurred and both were referred to the Youth Aid Panel.

CRASH: A crash occurred in the 1000 block of North Reading Road, East Cocalico Township, at 7:02 a.m. Dec. 18. A vehicle traveling south crossed the center line into the path of a northbound vehicle, striking it nearly head-on. Both vehicles sustained severe damage and were towed from the scene. Both drivers were wearing seatbelts and said they were uninjured. Reamstown Fire Company assisted on the scene. Impairment is suspected and charges are pending the investigation.

TRESPASSING: Officers responded for a trespass at 1 W. Church St., East Cocalico Township, at 4:10 p.m. Dec. 19. Zachary Thomas, 22, entered an apartment when he had previously been advised by officers not to return. He was charged with defiant trespass.

The East Cocalico Police Department reported the following:

CRASH: Brandon S. Horning, 23, of the 500 block of Lauschtown Road, Denver, was charged with fleeing or attempting to elude police officer, DUI, driving under suspension and several traffic violations after a vehicle crash at 1:15 a.m. Nov. 26. An officer attempted to stop Horning’s vehicle for driving without his headlights illuminated. Horning failed to pull over and led officers on a high speed pursuit before crashing his vehicle into a tree in the 300 block of Lauschtown Road in Brecknock Township.

Horning had to be extricated from his vehicle by the Weaverland and Bowmansville fire departments. Horning was taken to the Reading Hospital for his injuries. A subsequent blood test revealed Horning had a blood alcohol concentration of 0.19 percent at the time of the test. It was also discovered that Horning’s driver’s license was suspended for a prior DUI. Horning was later arraigned in front of District Judge Nancy Hamill and released on bail.

VIOLATION: A complaint was received regarding a loose dog in the 400 block of Black Horse Road, East Cocalico Township, at 9:34 a.m. Dec. 25. It was learned that the dog owner was warned previously and was cited with a state Dog Law violation.

WARRANT: A warrant was served on James Scott Otto, 32, at 2 Cardinal Drive, East Cocalico Township, at 9:40 a.m. Dec. 29. He was arraigned by District Judge Nancy Hamill and released on unsecure bail.

ASSAULT: Officers responded to an assault in the 1200 block of West Swartzville Road, East Cocalico Township, at 12:55 a.m. Jan. 2. It was learned that Charles Williams, 25, bit the victim and struck the victim several times with a phone. Williams was taken into custody and assault charges were filed.

The Ephrata Police Department reported the following:

CRASH: Police responded to a vehicle accident in the 700 block of West Route 897, Reinholds, in West Cocalico Township at 5:53 p.m. Jan. 4. Christina Stoltzfus, 44, Denver, turned left in front of an approaching vehicle. Stoltzfus and a passenger were taken to a hospital with non-life threatening injuries. Both vehicles were towed from the scene.

The East Cocalico Police Department reported the following:

DISORDERLY CONDUCT: Officers responded to a disturbance in the first block of Deanne Circle, East Cocalico Township, at 1:35 p.m. Jan. 4. Cynthia Walsh, 61, was charged with disorderly conduct for repeatedly yelling and cursing at her neighbors.

CRASH: Stephen D. Rissell, 26, of the 500 block of Wabash Road, Ephrata, was charged with four counts of driving under the influence, driving under suspension, driving without insurance and following too closely after a vehicle crash at 12:35 a.m. Dec. 16. Rissell’s vehicle was traveling eastbound in the 800 block of West Swartzville Road in East Cocalico Township when he struck the rear of another vehicle that was waiting to turn into a private driveway. Rissell’s vehicle suffered extensive front end damage and had to be towed from the scene.

Officers determined Rissell was impaired at the time of the crash. A blood test indicated that he was under the influence of marijuana, amphetamines, and methamphetamines at the time of the test. It was also discovered that Rissell’s driver’s license was suspended and that he had no car insurance. Rissell was sent a summons to appear in district court.

The Ephrata Police Department reported the following:

WARRANT: Police obtained arrest warrants for two brothers for burglarizing an Adamstown business.

Management at Stoudt’s Black Angus, 2800 North Reading Road, Adamstown Borough, reported that video surveillance captured two men entering their production facility and stealing seven kegs at 6:29 a.m. Jan. 17. The men returned on Jan. 19 at 9:30 a.m. but were interrupted by an employee who recorded the suspect’s vehicle registration as they fled.

Police charged Justin Ryan Eichman, 32, and Robert P. Eichman IV, 38, with burglary and criminal conspiracy and obtained warrants for their arrest. Both brothers have ties to Reading and Manheim. Anyone with information on the whereabouts of the Eichman brothers is asked to contact police at 733-8611.

WARRANT: Two Adamstown residents were taken into custody Feb. 10 on warrants for charges of possession of methamphetamine and possession of drug paraphernalia.

John Mentzer, 39, and Tanya Moberly, 33, (also know as Tanya McNeil) had been charged following an incident Jan. 27 at their apartment in the 100 block of East Main Street in Adamstown Borough. Police found methamphetamine, smoking devices, and other drug paraphernalia in the apartment. Mentzer and Moberly were arraigned by District Justice Nancy Hamill and were committed to Lancaster County Prison in lieu of bail.

The East Cocalico Police Department reported the following:

THEFT: A theft was reported in the first block of Ingham Drive, East Cocalico Township, Feb. 2. Justin Deater, 35, stole several video gaming items from the residence and was charged with theft by unlawful taking and receiving stolen property.

POSSESSION: Cody Elliot, 19, was stopped for a traffic violation in the first block of Rosemont Drive, East Cocalico Township, at approximately 11:37 p.m. July 25. A small amount of marijuana was found in his possession during the stop and was later confirmed through a drug test. Marijuana possession charges were filed Feb. 8.

ASSAULT: Charles L. Williams, 25, of the 1200 block of West Swartzville Road in East Cocalico Township was charged with simple assault and harassment after an incident at his residence at 12:54 a.m. Jan. 2. Williams, who resides in a group home, assaulted his live-in social worker. The victim, who was bleeding from his hand, told officers that Williams had bit him and struck him several times with a phone. Williams was taken to an area hospital for an evaluation and referred to county authorities.

THEFT: Justin M. Pajski, 20, Sinking Spring, was charged with theft by unlawful taking after it was discovered that Pajski wrote checks worth $400 on the account of an individual that he had previously lived with in Denver Borough. Pajski admitted to taking the checks and cashing them. Pajski plead guilty to the theft Feb. 8 and was sentenced to fines and costs. He has since reimbursed the victim for the losses.

The East Cocalico Police Department reported the following:

CRIMINAL TRESPASS: Zachary A. Thomas, 22, of the 100 block of Washington Avenue, Ephrata, was charged with criminal trespass after an incident occurred Dec. 19 at his former residence. Police were dispatched to an apartment at 1 W. Church St. for a disturbance. at 4:10 p.m. and found Thomas in the apartment he had been evicted from on Nov. 30, 2016. Thomas had been warned by an officer on that date that he was not allowed to return to the property for any reason. Thomas was sent a summons to appear in district court.

DUI: Floyd Shirk, 39, was stopped for having improper registration plates on his vehicle at 9:34 a.m. Jan. 29. He displayed signs of impairment and could not perform roadside sobriety testing as instructed. He was arrested for suspicion of DUI and a subsequent blood test revealed he was under the influence of high levels of methamphetamine, cocaine and other central nervous system stimulants. He was also driving without proper registration and insurance. DUI, registration and certificate of title required, required financial responsibility and unauthorized transfer of registration plate charges were filed Feb. 13 and a summons was sent by mail.

WEATHER-RELATED INCIDENTS: Police handled 12 incidents (crashes, disabled vehicles, etc.) due to snow/ice Feb. 9-10.

TRAINING EXERCISE: Police and the Reamstown Fire Company hosted an inter-agency training exercise, including 88 people, composed of police, fire and EMS personnel, as well as volunteers from the Cocalico community Feb. 11.

DUI: Taylor A. Schmeck, 21, of the 400 block of North Ridge Road, Reinholds, was charged with two counts of driving under the influence after an incident at 11:30 p.m. Dec. 17. Officers were dispatched to the parking lot of the Red Roof Inn, 2017 North Reading Road, for a report of a male passed out behind the wheel of his vehicle. Officers located Schmeck in his car with the vehicle running and his four-way flashers activated. Officers determined Schmeck was impaired and he was taken to the hospital for a blood test. The subsequent test indicated that Schmeck had high levels of amphetamine, methamphetamine, alprazolam, marijuana, morphine and monoacetylmorphine in his blood at the time of the test. Schmeck was sent a summons to appear in district court.

The Ephrata Police Department reported the following:

SPEED CHECK: Police conducted a speed compliance check from 2 to 6 p.m. Feb. 20 in the 2800 block of North Reading Road (Rt. 272) in Adamstown Borough. The speed along this section of North Reading Road is posted 45 mph and police were able to stop and issue traffic citations to four vehicles with speeds ranging from 61 mph to 68 mph.

PFA VIOLATION: Police charged Justin M. Caverly, 29, Ephrata, with violation of a Protection From Abuse Order (PFA) Feb. 26.

The charge stems from an incident during the morning hours of Feb. 26 in the 800 block of Greenville Road in Denver (West Cocalico Township). Police received information from a female complainant that she had a PFA against Caverly and he apparently made contact with the complainant numerous times, which is in violation of the PFA order.

Caverly was not immediately located following the complaint and on Feb. 27 police obtained a warrant from District Judge Nancy Hamil’s office for Caverly charging him with indirect criminal contempt for violation of the PFA. Caverly turned himself in during the late evening hours of Feb. 27 and he was taken to Lancaster County Central Arraignment to await arraignment on the charge.

East Cocalico Police Report, March 2, 2017

The East Cocalico Police Department reported the following:

DUI: Kenneth L. Brundege, 49, of the first block of North Ridge Road, Reinholds, was charged with two counts of driving under the influence and a traffic summary after a vehicle crash at 11:14 p.m. Dec. 11. Officers were dispatched to the 500 block of West Swartzville Road in East Cocalico Township for a crash involving a pickup truck. It was discovered that Brundege’s pickup truck had been traveling westbound and crossed over the opposite lane of travel and crashed into a ditch, causing his vehicle to become disabled. Officers determined Brundege was impaired and a subsequent blood test indicated that he had a blood alcohol concentration of 0.24 percent at the time of the test. He was sent a summons to appear in district court.

CRIMINAL TRESPASS: Zachary A. Thomas, 22, no address, was charged with criminal trespass and possession of drug paraphernalia after an incident at 7:29 a.m. Feb. 23. Officers were dispatched to a residence in the 300 block of North 7th Street in Denver Borough for a report of a trespass in progress. Officers arrived and located Thomas inside the house. It was discovered that Thomas had been evicted from the residence in October of 2016 and had been told by officers at that time that he was not to return to the residence. The homeowner told officers that he heard a noise and found Thomas hiding in an unoccupied bedroom. Thomas had a marijuana pipe in his possession at the time of arrest.

Thomas was arraigned before District Magistrate Nancy Hamill and was remanded to Lancaster County Prison after failing to post $20,000 bail. Thomas also has a probation detainer out of Westmoreland County. Thomas was arrested in December of 2016 for a similar incident in Reamstown.

WARRANT: Spencer K. Sikder, 34, Downingtown, was taken into custody at a hotel in the 2400 block of North Reading Road after officers discovered that Sikder had an active bench warrant through Chester County. Siker was taken into custody without incident and remanded to Lancaster County Prison awaiting transport to Chester County.

The East Cocalico Police Department reported the following:

WARRANT: Robert H. Hill Jr., 46, of the 200 block of Main Street, Denver, was taken into custody at his residence at 9:39 a.m. March 1 after officers discovered that Hill had a bench warrant out of Lebanon County. Hill was taken into custody without incident and turned over to state police in Jonestown.

WARRANT: Officer Steve Walsh filed charges March 1 against Susan J. Bent, 71, Springtown, (last known address) after she failed to return a $4,000 U-Haul utility trailer. It is alleged that Bent rented the trailer June 30, 2016, from a business in the first block of West Church Street in East Cocalico Township. Her agreement was to drop the trailer at a location in Myrtle Beach, S.C., on or about July 5, 2016. Bent failed to return the trailer.

U-Haul reported the trailer stolen Dec. 16. Walsh spoke with Bent by telephone and she initially stated she was going to use the trailer for a longer time than originally agreed to. She then said she was living in Indiana and did not know the whereabouts of the trailer.

A warrant was issued for Bent’s arrest. Anyone who knows the whereabouts of Bent or the white U-Haul Utility Trailer, Tennessee registration 5127TR, is asked to contact Walsh or the police department at 336-1725.

POSSESSION: Cody Elliott, 19, East Earl, was charged with possession of marijuana and a traffic violation after a traffic stop at 11:39 p.m. July 25, 2016. Elliott’s vehicle was stopped at East Swartzville Road and Rosemont Drive in East Cocalico Township for a traffic violation. Officers located a small amount of marijuana in the vehicle at the time of the stop. Elliott was charged and sent a summons to appear in District Court.

The East Cocalico Police Department reported the following:

DUI: Carlos L. Cardona, 37, North Sixth Street, Denver, was charged with three counts of driving under the influence and a traffic violation after being involved in a vehicle accident in the first block of Denver Road Jan. 21.

Officers were dispatched at 8:26 p.m. for a car that had struck a fence and became disabled. Officers determined Cardona was the driver of the vehicle and was impaired. He was taken to Reading Hospital with minor injuries. A blood test conducted at the hospital indicated that Cardona had a blood alcohol concentration of 0.17 percent, as well as high levels of Alprazolam in his system at the time of the test. Cardona was sent a summons to appear in District Court.

POSSESSION: An officer was asked by a clerk at Turkey Hill, in the first block of Denver Road, East Cocalico Township, March 14, to check on an occupant in a vehicle at the gas pumps. The male was in the vehicle for a half hour and had not exited. Nicholas James Irvin, 31, was asked to exit the vehicle. Upon doing so, a syringe cap and a small package typically used to carry heroin fell on the ground. Another empty package, an amount of methamphetamine and two bottle caps containing residue were found in the vehicle. Possession of heroin, possession of methamphetamine and public drunkenness charges were filed March 15.

The East Cocalico Police Department reported the following:

DUI: A crash occurred in the 1800 block of North Reading Road, East Cocalico Township, Jan. 14. Freedom Dowlin, 19, had consumed alcohol prior to driving and a blood test revealed a blood alcohol content of 0.088 percent. Passengers Nickolas Groff, 19, and a 16-year-old male were injured in the crash and required medical treatment. Both had consumed alcohol and were in possession of alcohol. Dowlin was charged with aggravated assault while DUI and underage drinking. Groff and the 16-year-old were both charged with underage drinking.

DUI: Officers responded to a suspicious vehicle in the parking lot of A-Plus in the 1400 block of North Reading Road, East Cocalico Township, Feb. 11. Nickolas Earhart, 22, was identified as the driver and found to be DUI. Brooke N. Butler, 25, was identified as the passenger. During the investigation, a search warrant was executed and located in the vehicle were two stolen handguns, drug paraphernalia and prohibited offensive weapons. On March 13, Earhart was charged with a weapons offense, DUI and possession of drug paraphernalia. Butler was charged with possession of drug paraphernalia.

DUI: Joanne Marion Walton, 53, was stopped for a traffic violation at West Church Street and North Reading Road, East Cocalico Township, at 2:05 p.m. March 2. She displayed signs of impairment and could not perform roadside sobriety testing as instructed. She was arrested for DUI. A baggie of methamphetamine was found in her possession and a subsequent blood test showed she was under the influence of methamphetamine, marijuana, central nervous stimulants and narcotic analgesics. Charges were filed and a summons sent by mail.

DUI: Joseph Yori Jr., 62, was stopped for erratic driving in the 2300 block of North Reading Road, East Cocalico Township, at 7:45 a.m. March 2. He displayed signs of impairment and could not perform roadside sobriety tests as instructed. He was arrested for suspicion of DUI and a subsequent blood test revealed he was under the influence of central nervous system depressants. Charges were filed and a summons sent by mail.

DUI: Jonathan Lee Martin, 22, was stopped for a traffic violation at Muddy Creek Church Road and North Reading Road, East Cocalico Township, at 10:28 p.m. March 11. He displayed signs of impairment and could not perform roadside sobriety tests as instructed. He was arrested for suspicion of DUI and a subsequent breath test showed he had a blood alcohol content of 0.110 percent. Several partially consumed bottles of alcohol were found in the vehicle. Charges were filed and a summons sent by mail.

CRASH: Police investigated a head-on collision on Route 222 south involving two vehicles at 1:37 p.m. March 21. A Toyota sedan driven by Franklina Anthony, 30, Reading, was traveling northbound and attempted a lane change. She swerved to miss another vehicle, lost control, and crossed over the center median into the southbound lane. Anthony’s vehicle struck a Jeep SUV driven by Scott Rothenberger, 46, of Wilmington, Del.

Anthony was entrapped in her vehicle and freed by Denver Rescue and Reamstown fire companies. She and her passenger were taken by Reinholds and Fivepointville ambulances to Lancaster General Hospital with serious injuries.

Rothenberger and his passenger were taken by Reamstown Ambulance and Fivepointville Ambulance to Lancaster General Hospital with serious injuries. The investigation is continuing.

WARRANT: Steven A. Lesher, 28, of the first block of Scenic Drive, Denver, was taken into custody at 10:17 a.m. March 25 after officers discovered he had a Berks County bench warrant for possession with intent to deliver heroin. Lesher was found at a hotel room in the 2400 block of North Reading Road and taken into custody without incident. After being placed into custody, officers located nine bags of heroin, several empty packets and various drug paraphernalia. Lesher was released to the Berks County Sheriff’s Department and drug charges are pending.

A second male found in the room also faces various drug charges.

The Ephrata Police Department reported the following:

CRASH: Police responded to a vehicle accident involving road rage at 9:39 p.m. March 24. The incident involved two west-bound vehicles on Route 897 in the area of Whitehall Road in Reinholds, West Cocalico Township. A vehicle driven by Edward Wolf, 65, Robesonia, was being followed closely by Christopher Heckert Jr., 29, Reinholds. After Wolf intentionally braked hard in front of Hechart, Heckart passed Wolf and then intentionally applied his brakes hard and Wolf’s vehicle struck the back of Heckert’s vehicle. Wolf was taken to a local hospital to be checked for injuries.
